وصارت ولاية رومانية بعد زوال سلطة السلوقيين، بيد أن تصور وجود قيصر من هذه السلالة كحاكم محتمل و"شرعي" وحيد في البلاد قد ظل قائماً، كما سنرى، في ظروف الإنهيار الكامل أي حتى أواسط القرن الأول قبل الميلاد، وكان الرومان مضطرين، بهذا الشكل أو ذاك، إلى أخذ هذا الوضع بعين الإعتبار.
وبرزت على الأراضي السورية ضمن نطاق الدولة السلوقية، أولاً مقاطعات المدن، أي بتعبير آخر، أقاليم كانت السيادة فيها للمدن - الدول وتحت سلطة القيصر، وثانياً السلطة القيصرية البحتة الرازحة - مباشرة، تحت سيادة قائد الدولة.
