يأتي هذا الكتاب النادر، بوصفه من نفائس التراث العربي في الفكر الإجتماعي، ليبحث في تاريخ الأفكار وتأثير ثقافة النخب وإهتماماتهم على سلوك الناس العاديين في حياتهم اليومية، كما يؤصّل لأفكار الإنسان العادي وممارساته وهواياته ومتابعته التقاليد والإهتمامات، وكذلك لأسباب إنتشار أفكار "علية القوم" ومنها إهتماماتهم بما يُمكن إدراجه ضمن "الموضة" في المجتمع التقليدي، ويعرّفنا إلى مصادر نشأتها وتغييرها في المجتمع.
ويعكس تاريخ تأليف هذا الكتاب الذي يعود إلى القرن الثالث الهجري قوة التفكير الإجتماعي، إذ تتبّع مؤلّفه اليعقوبي ظاهرةَ إنتشار القيم والعادات والتقاليد والإهتمامات، أو ما يشيع بين الناس عموماً، وتوصّل إلى تسلسل أسبابها، وهرمية إنتشارها، فهي، وفق ملاحظاته، تبدأ من الخليفة، ثم يقلّده كبار رجال دولته، مثل ولاته ووزرائه وعماله، ثم يقلّدهم من هم أدنى منزلة، حتى تصير عادةً منتشرة في المجتمع؛ فالخلفاء كانوا رمزاً إجتماعياً ومصدراً أساسياً لتوجيه أفكار الناس وإهتماماتهم.
