وعلى هذا فقد قسمنا الكتاب إلى ثلاثة فصول هي الفصل الأول: ما المواطنة؟.. تناولنا فيه: تعريف المواطنة، تاريخها، قيمها، الفرق بينها وبين حقوق الإنسان والفصل الثاني: المواطنة بين النظرية والتطبيق.. تناولنا فيه التحديات التي تواجه النظرية مثل الواقع السياسي، والطائفي، ورفضها من جانب الشعوب الإسلامية، ورفع الواقع قبل وبعد النظرية، والفصل الثالث: الإسلام والمواطنة.. توافق أم تضاد؟.. تناولنا فيه قيم الإسلام مقارنة بقيم المواطنة، الفرق بين المسلم والمواطن، مفاهيم يعتبرها البعض مخلة بمبدأ المواطنة.
