وتعد عملية تنمية المواطنة وقيمها لدى المتعلمين نوعاً من التربية الوقائية ؛إذا إن إكساب واكتساب قيم المواطنة يعد الركيزة الأساسية للمشاركة الإيجابية والفعالة في التنمية الاجتماعية ، أو الاقتصادية ، والسياسية ، وتنمية الإحساس بالواجب نحو المجتمع المحلي والدولى . ومن هنا جاءت فكرة الكتاب الراهن ، والذي يستهدف سبر أغوار المواطنة ، وكشف ما يكتنفها من غموض على المستويين النظري والتطبيقى .
