قام أفلاطون بتحديد شخصية الطاغية، عن طريق تحديده رغبات الإنسان والتي قسمهل إلى نوعين: ضرورة وغير ضرورية، فالضرورية منها إشباعها مفيد مثل الطعام، وإن كان الإسراف فيها قد يكون مضراً، ورغبات غير ضرورية غير مفيدة مثل الملذات والرغبات، هنا يقوم أفلاطون بتصوير الطاغية على أنه يندفع نحو الرغبات الهوجاء دائماً، حيث تحتل رغباته الهوجاء نفسه، فيندفع نحوها، لتتولد بنفسه حب جارف لها، فيقوم برعاية مثل هذه الرغبات السوية وغير السوية فيتخذ من الجنون زعيماً لحراستها، فيقتل من نفسه كل إعتدال ويدعو الجنون ليحل محلها، ويغو المرء طاغية بالطبع أو بالتطبع، حين يجمع في صفاته بين جميع الصفات المنبوذة، وحين تسيطر رغباته اللاواعية عليه، أي إندفاع شعوره الهمجي ليتحكم بسلوكه العام.
حياة الطاغية سلسلة من أعياد اللذة، والمأب والعشيقات، وغيرها من إنحرافات، فيعيش الطاغية حياة بوهيمية بلا قيم ولا مبادئ، ولن يرافق الطاغية سوى رفاق السوء، لذا ليس من المستغرب أن يقترب المقربين له للسرقة والسلب وإغتصاب أموال الغير، ونفس الطاغية فقيرة هزيلة، يستبد بها الرعب لإتفه الاسباب، ويعاني الالام والانين والشكوى، والتذمر (والطاغية فقير في خواء نفسه) فكلما شعر بهذا الخواء لجاء إلى العالم من حوله ليجد نفوس اناس أخرين يخضعهم لسلطانه، وفي هذا الكتاب سنتكلم عن فضائح وانحرافات واحد من أبرز نماذج الطغاة على مر التاريخ إنه "القذافي".
