يتضمن هذا الكتاب أربعة فصول، في الفصل الأول الفعالية الإدارية بالتفصيل وبمنظور سوسيولوجي من خلال خصائص الإدارة والمستويات الإدارية وأهم عمليات الإدارة، وكذا تطور الفكر الإداري ونظرياته، ومعايير قياس الفعالية الإدارية وأساليب تقييم الإدارة، ثم قدم المؤلف عرضاً مفصلاً حول الإدارة المدرسية كنموذج للإدارة وكمدخل لدراستين ميدانيتين تم تناولهما في الفصلين الأخيرين من هذا الكتاب، أما الفصل الثاني درسنا فيه العلاقات الإنسانية كأهم عنصر أو خاصية تقوم عليها أي إدارة سواء كانت إدارة لمؤسسة خدمية أم إنتاجية وذلك من خلال عرض للتطور التاريخي لظهور العلاقات الإنسانية، ثم مبادئ العلاقات الإنسانية وأهدافها، واهتمامات العلاقات الإنسانية في المؤسسة، ثم العوامل التي تسهم في تحقيق العلاقات الإنسانية وفي الأخير عرضاً لأهم الإنتقادات الموجهة لنظرية العلاقات الإنسانية، ولقد تم التعرض في الفصلين الأخيرين من هذا الكتاب لدراستين ميدانيتين تربط ارتباطاً عضوياً بفصول الكتاب الأول، حيث عالج المؤلف في الفصل الثالث دراسة ميدانية بعنوان القيم التنظيمية وعلاقاتها بفعالية الإدارة المدرسية، وفي الفصل الأخير دراسة ميدانية ثانية بعنوان العلاقات الإنسانية وارتباطها بفعالية الإدارة المدرسية.
