يمكن القول أن مشكلاتنا المعاصرة في الحقيقة ليست مشكلات اقتصادية ناجحة عن نقص في الموارد والإمكانيات المادية والبشرية بقدر ما هي في حالات كثيرة مشكلات سلوكية متعلقة بأخلاقيات التعامل والإخلاص في العمل، فلا يمكن أن تنجح أية جهود تنموية أو إصلاحية إذا اقتصرت على مجرد إصدار التعليمات وتعديل الانظمة وإصلاح الهياكل الإدارية وتيسير الإجراءات وتكرار الدعوات اللفظية بضرورة الالتزام بمبادئ الأخلاق فمراعاة القيم التنظيمية السائدة والاهتمام بها وكذا العلاقات الإنسانية أمر ضروري لأنطلاق القوة الكامنة التي مكنت البشرية من التقدم من عصر الكهوف إلى عصر الذرة والفضاء.
