مهما كانت أسس إعداد المعلم رصينة ومناسبة، ومهما توافر لديهم الرغبة الذاتية للتطوير والتجديد، يبقى دور المشرف التربوي الذي يرافق المعلم أثناء الخدمة أثره الكبير في تطوير وتحسين المعلم وأساليبه وطرائق تدريسه، الذي يؤدي بدوره إلى تطوير جميع الجوانب، وذلك لعدة عوامل تحتم وجوده أهمها أن فترة الإعداد الأكاديمي للمعلم في كليات إعداد المعلمين لا تكفي لقيامه بواجبه على الوجه الأكمل، ولاستيعابه كل الأساليب الفنية الحديثة للتدريس، بل يتعلم ذلك من خلال ممارسته للتعليم، وتعويض ما نقص في إعداده، كما أن المعلم القديم في مجال التعليم يحتاج لتوجيهه للتعرف على المستجدات التربوية، من خلال التدريب أثناء الخدمة، وهذا يحتم وجود هيئة إشرافية خبيرة متخصصة، وعلى هذا فالإشراف التربوي مسئول مباشرة عن رفع كفاءة وفاعلية النظام التعليمي ككل، والتي تعتمد أساساً على مهارات ومجهودات الأفراد التي يمكن رفعها من خلال زيادة وعيهم بهدف المؤسسة التعليمية ونظم العمل، وبالتالي يمكن تعديل سلوكهم استجابة لهذا التوجيه.
وعلى هذا كان تقسيم هذه الدراسة وفقاً للخطة التالية:-
الفصل الأول: ماهية الاشراف التربوي والحاجة إليه، الفصل الثاني: مفهوم الاشراف التربوي، الفصل الثالث: انواع الاشراف التربوي، الفصل الرابع: وسائل واساليب الاشراف التربوي، الفصل الخامس: دور المشرف التربوي في عناصر العملية الاشرافية، الفصل السادس: مهام ومهارات المشرف التربوي، الفصل السابع: تجارب بعض الدول في الاشراف التربوي.
