من الواضح أن كلوت بك وهو يؤلف هذا الكتاب كان يرى أن عليه أن يكمل الجهد الذي بذله علماء الحملة الفرنسية والمجمع العلمي المصري الذي تأسس خلال بقائها في مصر وأنجز مجلدات الكتاب الشهير "وصف مصر" فقد أشار إلى تقديره وإكباره "لجهود هذا المجمع ومجموعة المذكرات التي دونها والتي هي أثر علمي جليل وموسوعة نافعة"، وكان يرى كذلك أن أحداً لا يستطيع أن يكتب شيئاً عن مصر دون الرجوع إليها. وقد اثبت كلوت بك أنه اطلع على ما دونه الرحالة الفرنسيون من مصنفات عديدة، مثل سافاري وفولني وسونيني، وكذلك اطلع على ما كتبه إدوارد وليم لين، ومصنفات العلامة "منجن" الذي كتب سيرة محمد علي ، ورأى مؤلفنا أن بها "نقصاً وعيوب وأن بعضها أصبح عتيقاً ولا تنطبق أخباره على حقيقة الوضع القائم في مصر.
لقد قام المؤلف في هذا الكتاب استعراضاً موجزاً لتاريخ مصر منذ العصر الفرعوني، مركزاً على الطبقات والفئات الإجتماعية والنظم القانونية والسياسية وطبيعة العلوم والأوضاع الإقتصادية، ووصل الكاتب بهذا التمهيد حتى حكم الأتراك ومجئ الحملة الفرنسية ليص إلى عصر محمد علي، وهو صلب هذا الكتاب، وهي الفترة التي عاصرها المؤلف وعايشها وكان شاهداً عليها، ومن هنا تدو أهمية هذا الكتاب.
