هذا الكتاب.. الذى نقدم له عزيزى القارئ.. إنما هو جهد علمى استغرق من المؤلف فى إعداده سنوات.. شغلته خلالها قضايا كثيرة نظرية وتطبيقية فيما يتصل بهذا العلم التربوى الجديد "التربية المقارنة" وكيف يمكن أن يؤصل له فى التربية المصرية من خلال محورين: المحور الأول: مجموعة دراسات فى التربية المقارنة تتناول بالبعد المقارن الكثير من مشكلات وقضايا التعليم سواء فى جذورها التاريخية باعتبار أن التربية المقارنة ما هى إلا ابتداء بتاريخ التربية فى الوقت الحاضر، أو فى واقعها المعاصر بتفاعلاته الثقافية المختلفة وما يشمله من قوى وعوامل ثقافية مجتمعية وبشرية، أو فى منظورها المستقبلى باعتبار أن نتائج الدراسات فى التربية المقارنة تعد أداة تخطيطية هامة تفيد واضعى السياسة التعليمية فى النظر إلى مستقبل النظم التعليمية التى يخططون لها.
المحور الثانى: وهو محور نظرى كان لابد من وجوده ضمن مخطط هذا الكتاب باعتباره يشكل "مقدمة منهجية" لهذه الدراسات التطبيقية التى تستخدم "المنهج المقارن" بكل أبعاده والتى تتصل بمفهوم العلم عامة، وعلم نظم التعليم المقارن وأساليب ومنهجيات المقارنة، وخطواتها المنطقية، وقد جاء الكتاب فى بابين، الباب الأول: التربية المقارنة. مقدمة منهجية، الباب الثانى: دراسات فى التربية المقارنة.
