فعندما نواجه مشكلة تعليمية ينبغي أن نسلك فيها مسلك الدراسات التربوية المقارنة التي تهتم بتحليل الظواهر التربوية ودراسة القوى والعوامل الثقافية المؤثرة فيها ومن تم تصبح أبرز مهام المهتمين بنقل النظم التعليمية أو التطعيم الثقافي العمل على تهيئة المناخ الثقافي المناسب أو اختيار العناصر الثقافية الصالحة للمناخ الثقافي القائم وكذلك فهم الجوانب التي تنقلها، أي فهم المناخ الثقافي الذي ننقل عنه وفهم المناخ الثقافي الذي ننقل إليه مما يجعلنا ذوي بصيرة واعية فيما يتصل بتقدير إحتمالات النجاح والتنبؤ بنوعية المعوقات التي قد تعترضنا.
