انتشرت الأغذية المُعدَّلة "أو المحورة أو المهندسة" وراثياً بشكل غير منظور في الأسواق وتجارة المنتجات الغذائية، واليوم قد تضم معظم المتاجر أو المطاعم وحتى محلات بيع الأغذية الطبيعية أطعمة أو أغذية مُعدّلة وراثياً، هذا من جهة.
ومن جهة أخرى لا يعلم الكثير منا شيئاً عن حقيقة هذه الأغذية ومن يقوم بإنتاجها وماهية طبيعة مكوناتها وهل لها آثاراً سلبية على سلامة المستهلك وعلى المكونات البيئية على المدى البعيد، وما هو السبيل لتجنب هذه الآثار.
وإنطلاقاً من هذه المعطيات جاءت ضرورة البحث في مخاطر الأغذية المُعدّلة وراثياً وتحديد المسؤولية المدنية للأشخاص المُتدخلين في إنتاج، أو تداول هذه الأغذية، وتوفير الحماية المرجوة للمستهلك من أضرارها المادية وغير المادية.
فقد اهتمت شعوب وحكومات العالم في السنوات القليلة الماضية بقضية الأغذية المُعدّلة وراثياً وأولتها إهتماماً كبيراً، في حين تفتقر منطقتنا العربية للوعي الكافي، أو الضروري بطبيعة مكونات هذه الأغذية وتقييم صلاحيتها للإستهلاك، ولم يقتصر عدم الوعي على المستهلكين لهذه الأغذية، بل شمل ذلك وسائل الإعلام والمؤسسات الرقابية وحتى واضعي السياسات التشريعية.
