تتعدد المؤسسات والمنظمات الإجتماعية التي تتولى مسئولية تربية ورعاية طفل مرحلة ما قبل المدرسة الإبتدائية، والعمل على إعداده للمرحلة الإبتدائية، ومن هذه المؤسسات رياض الأطفال والتي تقع في مكان وسط بين دار الحضانة والمدرسة الإبتدائية، واستجابة للنداءات المتكررة من التربويين والمهتمين بتربية الطفل، أخذت معظم الدول تهتم بمرحلة رياض الأطفال، والملاحظ أنه في كثير من الدول المتقدمة أصبحت رعاية الأطفال وإلحاقهم برياض الأطفال جزء لا ينفصل من البنيان التعليمي الكامل، وخطوة بناءة في السلم التعليمي لمعظم الدول المتقدمة إيماناً منها بأهمية ورعاية الطفل برياض الأطفال.
ومن الملاحظ أنه صاحب الاهتمام برياض الأطفال الاهتمام الواضح من الدول يوضع التشريعات المختلفة بعضها خاص بالإشراف على هذه الدور، وبعضها صدر بشأن تنظيم سير العمل بها، من هنا جاء الكتاب لمعرفة اهتمام التشريعات بالجوانب المختلفة لدور الحضانة ورياض الأطفال في مصر، ثم عرض الكتاب دور الحضانة ورياض الأطفال من منظور التشريعات، واهتمام التشريعات بتربية الطفل في بعض الدول العربية، والكتاب خطوة متواضعة لسد العجز في المكتبة العربية، راجياً من الله - عز وجل - أن يجد فيه جميع المشتغلين بالتربية والمعنيين بشئونها بصفة عامة والمهتمين بتربية الطفل بصفة خاصة وجميع الباحثين والعاملين في مجال تربية الطفل ضالتهم المنشودة.
