ويتم غسيل الأموال من خلال أجراء مجموعة من العمليات والتحويلات المالية والعينية علي الأموال لتغيير صفتها غير المشروعة في النظام الشرعي لإكسابها صفة الشرعية ويتسني بذلك أخفاء مصادر الأموال والقيام بأنشطة أجرامية هي نفسها الأموال القذرة التي يسعي أصحابها تغيير صفتها بعد تحقيق نشاطات غير مشروعة كالأتجار في المخدرات والأسلحة والتهريب والرشاوي والفسق وتزييف النقود والفساد السياسي وغيرها لتحقيق ثروات طائلة يترتب عليها آثاراً إقتصادية.
وتطور هذا النشاط في ظل عمليات الخصخصة في كثير من البلدان وسوف يتسع النشاط, في ظل العولمة.
