يأتي هذا البحث في عشرة فصول موزعة على أقسام ثلاثة فضلاً عن خلاصة تنفيذية ومقدمة وخاتمة، وهي لا تنفصل، إلا للضرورات المنهجية المتعلقة بالشكل أكثر منها بالجوهر، حيث يشهد المتن بعض تداخل بين الطبيعيتين النظرية والتطبيقية. يتناول القسم الأول جدليات اللغة والسلطة والإعلام والإشكاليات أو تحديد المفاهيم والأطر الفكرية للدراسة الخاصة بالسلطة والحق والقوة والسيادة ومعانيها الطبيعية والدينية.
وتم البحث عن العلاقات الوثيقة القائمة بين اللغة والسلطة وبينها وبين الاتصال والتواصل والأنباء والإعلام والإيصال والمعلومة. كما وتم البحث وبالتفصيل عن مجمل المظاهر المتعلقة بالسلطات اللغوية العامة، العرقية منها والفكرية والكلامية أو ما يشتق منها من سلطات للكلام في الصوت والموقع والسر وصولاً إلى سلطات الكتابة والقراءة.
وتناول أيضاً موضوعات تؤكد سلطات اللغة الخاصة من أبعادها السياسية والدينية والاجتماعية. وحاول في اختصار كلي "عصر" مجمل الأفكار والنظريات والتسميات والاتجاهات التي تطرقت إلى مسائل الفصحى والعامية ووقوعها في مذاهب ومدارس كثيرة "لإصلاح" العربية.
يدخل البحث في القسم الثاني في انهيارات السلطات اللغوية متناولاً لبنان حالة نافرة في هذا المجال، وخصوصاً في الربع الأخير من القرن الماضي، فيشعر القارئ وكأنه يرزح تحت أعباء من الانهيار الشامل والخاص. ويبدو فيه لبنان نموذجاً إعلامياً فريداً للمظاهر الهدمية التي طبعت تاريخه خلال مرحلة إنجاز الدراسة. أما القسم الثالث والأخير فعالج تحولات السلطة نحو الإعلام والانهيارات العامة واللغوية في عصر العولمة. ولقد جاء قسماً مكثفاً حافلاً بالمراجع والمعلومات المعاصرة.
