ويعتبر مفهوم الدمج الشامل من المفاهيم الحديثة جداً في مجال التربية الخاصة؛ ويشير إلى عملية تعليم جميع الأطفال؛ بغض النظر عن إعاقاتهم، مع تقديم أشكال الدعم الضرورية في البيئات التربوية العادية عبر مدارس الحي أو في مجتمعاتهم المحلية.
ويتضمن هذا الأسلوب إستبدال أساليب التربية الخاصة التقليدية في إيصال الخدمات - التي تتضمن نقل بعض الطلاب إلى أماكن أخرى للدراسة - بعملية تعلم المنهج العادي بعد إجراء ما يلزم من تعديلات سواء في المحتوى أو طرق التدريس لأي طالب من الطلاب بغض النظر عن ظروفه الخاصة.
ومن غير المرجح أن ينتهي الجدل الدائر حول الدمج الشامل غداً، إذ سيبقى هناك من المربين وأعضاء المجتمع من يشك بمدى سهولة تنفيذ وممارسة الدمج الشامل، وسيقفون بقوة في طريقه.
