فتناول اللوحدة خصائص نظام التخطيط الإستراتيجى ثم تتناول الوحدات التالية من الوحدة الثانية إلى الوحدة الثامنة عناصر نظام التخطيط الإستراتيجى من حيث تحديد الرؤى والأهداف وتحليل البيئة المحيطة سواء كانت داخلية أو خارجية وأنواع البدائل الأسترتيجية التى تتخذها الإدارة للتكيف مع الظروف البيئية المحيطة.
ثم يتناول الكتاب بعض العناصر الهامة والتى تساعد على تحقيق نجاح التخطيط الإستراتيجى كتهيئة ثقافة المنظمة كما فى الوحدة التاسعة وإعداد الهيكل التنظيمى كما فى الوحدة العاشرة، والقيادة الإدارية فى الوحدة الحادية عشر وإدارة الجودة الشاملة فى الوحدة الثانية عشر.
كما يتناول الكتاب بعض الموضوعات الهامة فى مجال التخطيط الإسترتيجى كإستراتيجية الخصخصة، ثم التخطيط القومى بإعتباره المظلة للتخطيط الإستراتيجى للمنظمات.
