منذ ظهور الإدارة الاستراتيجية المنتظمة، تركز اهتمام كل من الممارسين والدارسين على ناحيتين: أولا: منطق وأساليب تحليل الاستراتيجية (يسمى صياغة الاستراتيجية): ثانيا: تصميم عملية منتظمة (التخطيط الاستراتيجي) يتفاعل المديرون من خلالها ويشتركون في صياغة الاستراتيجية، وتستند الإرشادات المتعلقة بالتخطيط الاستراتيجي على ثلاث فروض أساسية:
أولاً: "سيؤدي الأفراد العاقلون أشياء معقولة وبالتالي سيرحب المديرون بطرق التفكير الجديدة وسيتعاونوا بإخلاص. وفي الممارسة عندما واجه التفكير الاستراتيجي الجديد مقاومة للتخطيط، نظر المقاومة باعتبارها ضلالاً مؤقتاً بسبب الجهل، سيتم القضاء عليه بقوة تصديق الإدارة العليا على التخطيط.
ثانيا: حيث إنه من خلال 50 سنة من التشغيل، تكسب الشركة سمعة ترتبط بتنفيذ القرارات يفترض أن المشكلة الرئيسية في الاستراتيجية هي اتخاذ القرارات السليمة وأن نظم إجراءات العمليات - التنفيذية الحالية ستترجم بفاعلية القرارات الاستراتيجية إلى تصرفات.
ثالثاً: أن صياغة الاستراتيجية وتنفيذ الاستراتيجية عبارة عن أنشطة متعاقبة ومستقلة. ومن ثم يمكن أن يبدأ الاهتمام بالتنفيذ بعد اتخاذ القرارات الاستراتيجية، وهكذا لا يتداخل مع عملية اتخاذ القرارات الاستراتيجية. وهكذا لا يتداخل مع عملية القرارات الاستراتيجية الصعبة والمعقدة.
