في بحثه عن جذور المأزق الانتخابي الحالي في كركوك، يسعى هذا الكتاب إلى بناء الصورة التاريخية لعمليات التعريب التي شهدتها المحافظة في ظل النظام العراقي السابق، وإلى رسم صورة الارتفاع الكبير في الكثافة السكانية الكردية فيها منذ عام 2003، وهو ارتفاع دفع أحزابًا وتيارات عربية وتركمانية إلى اتهام أحزاب كردية بتكريد كركوك. وبعد أن يتناول الكتاب تفاقم أزمة كركوك في ظل تعثر محاولات تطبيق حلول دستورية وقانونية صيغت لحل مشكلة المناطق المتنازع عليها، يغوص في مراجعة السجلات الانتخابية وتحليل بعض نتائج الاقتراع في كركوك، والبيانات المتعلقة بتحولات البنية السكانية فيها، مبينًا عمق المأزق الانتخابي في المحافظة. ويقدم أخيرًا توصيات لإصلاح عملية التسجيل الانتخابي في كركوك، مقترحًا سبلًا تفضي إلى الخروج من المأزق الانتخابي المستحكم منذ عقد ونيف من الزمان.
