نحاول في هذه الدراسة إلقاء الضوء على بعض مبادئ القانون الدولي العام للحدود. وهناك عدة أسباب خلف اختيارنا لهذه الدراسة رغم كثرة الكتابات الفقهية في هذا الموضوع من جانب الفقه الغربي والعربي أيضًا على حد السواء رغم اختلاف مسميات كل منهم لهذا الفرع من القانون الدول العام. إن ما يحدث الآن من منازعات حدودية بين الدول المتجاورة على أطراف من حدودها أو أحد جوانب هذه الحدود، وذلك يرجع إلى أطماع السلطة الحاكمة لهذه الدول.
إن ما دفعنا إلى الكتابة في هذا الموضوع هو النظر بصفة عامة إلى الحدود الخليجية والوقوف على مدى التزام هذه الدول بالمعاهدات التي تمت بينهم، والوقوف على مدى التزام الدول بمعاهدات الحدود الدولية في هذا الشأن ومدى التزام الدول الكبرى بهذه المعاهدات، الوقوف على مبدأ التغير الجوهري في الظروف ومدى التزام هذه الدول بهذا المبدأ.
وعليه فإن هذه الدراسة مقسمة إلى أربعة فصول وهي: الفصل الأول: تحديد وتخطيط الحدود الدولية، الفصل الثاني: مبدأ حق تقرير المصير والتوارث الدولي، الفصل الثالث: أسباب منازعات الحدود الدولية، الفصل الرابع: مشكلة الحدود بين دول مجلس التعاون الخليجي.
