إن تطوير أعمال المجالس البرلمانية لتتمكن من لعب دورها في تطبيق المبادئ الديموقراطية، يقتضي أن تحاط بمجموعة من الضمانات الدستورية والقانونية لضمان إستقلالها ومنها انفرادها بوضع لوائحها وأنظمتها لتنظيم شؤونها الداخلية، حيث لن تستطيع القيام بالواجبات المطلوبة منها بفاعلية إلا إذا كان نظامها الداخلي ينظم ويضبط أعمالها بفاعلية وكفاية.
إن الأنظمة واللوائح الداخلية للبرلمان إضافة إلى الدستور والعرف البرلماني هي مصادر القانون البرلماني، ففي الوقت الذي يتولى الدستور تحديد وظائف ومهام البرلمان، فإن مهمة النظام الداخلي هي ضبط وتنظيم إجراءات المجلس للقيام بأعماله ووظائفه المحددة له دستورياً، ولهذا تعتبر الأنظمة الداخلية للبرلمان جزءاً متمماً للدستور ذاته، فإذا كان الدستور يهدف إلى المحافظة على التعاون والتوازن بين السلطة التشريعية والسلطة التنفيذية، فإن من أهم الغايات التي يهدف إليها النظام الداخلي للبرلمان هي المحافظة على هذا التعاون والتوازن، وإنّ لوضعه ضرورة تشريعية وتنظيمية وضرورة لحماية الأقلية البرلمانية.
