جاء هذا المؤلف ليسلط الضوء على مفهوم ووظائف الصيرفة الشاملة مع الإشارة إلى تجارب بعض دول العالم في هذا المجال بغية الاستفادة منها في إدخال هذه الصناعة المصرفية الجديدة إلى الوطن العربي وبما يخدم أهدام التنمية المصرفية والمالية العربية. وألبحاث المنشورة في هذا المؤلف المصرفي تمثل أوراق العمل التي قدمها نخبة من الخبراء والمصرفيين العرب إلى أعمال الندوة المصرفية التي عقدها اتحاذ المصارف العربية في اسطمبول/تركيا خلال شهر تموز/يوليو عام 1994 وكان موضوعها "مفهوم ووظائف البنوك الشاملة مع الإشارة إلى البنوك الإسلامية".
ويشتمل هذا المؤلف على ثمانية مباحث، حيث يستعرض المبحث الأول مفهوم ووظائف المصارف الشاملة وأهمية دورها في الاقتصاد العربي. ويعالج المبحث الثاني مدى انطباق مفهوم الصيرفة الشاملة على أعمال البنوك الإسلامية. ويناقش المبحث الثالث دور المصارف الشاملة في تطوير أسواق المال ودعم جهود التخصيص، فيما يركز المبحث الرابع على الواقع المصرفي العربي في ظل تطور الصناعة المصرفية باتجاه الشمولية، أما المبحث الخامس فيستعرض بعض التجارب العالمية في مجال الصيرفة الشاملة، فيما يسلط المبحث السادس الضوء على المخاطر المرتبطة بدخول المصارف التجارية حقل النشاطات غير المصرفية كالتأمين وأسواق المال، والمبحثان السابع والثامن يستعرضان التجربتين الألمانية والتركية في مجال الصيرفة الشاملة.
