مصنف هذا الكتاب هو "إسماعيل بن محمد عبد الهادي بن الغني الشافعي المذهب العجلوني المولد نشأ في دمشق وتوفي فيها، حفظ القرآن وهو في السن التمييز. قدم دمشق وعمره ثلاث عشرة سنة وطلب العلم على علمائها اشتغل في الحديث والفقه واللغة وله مؤلفات كثيرة أهمها هذا الكتاب الذي بين طرفيه زهاء ثلاثة آلاف ومائتي حديث بين فيها المؤلف طيبها وخبيثها بعد أن عرضها على ميزان الجرح والتعديل.
وبين الأحاديث المشتهرة على الألسنة وبين ما كان فيها من كلام العلماء أو من الحكم المشهورة أو من الأحاديث الموضوعة أو الصحيحة.
ولقد اعتمد المؤلف فيها على أهم الكتب التي كتبت في هذا الموضوع كالمقاصد الحسنة للسخاوي واللالئ المصنوعة للسيوطي ومؤلفات ابن حجر والموضوعات لابن الجوزي وغيرها، فجاء كتاباً قيماً لا يستغني عنه طالب علم.
