قال رسول الله صلى الله عليه وسلم "عباد الله تداووا فإن الله لم يضع داء إلا وضع له شفاء غير داء واحد هو الهرم". وبما أن وسائل الإنجاب الحديثة قد تعددت بما فيها التلقيح الداخلي والتلقيح الخارجي وما يعرف بأطفال الأنابيب وطريقة جفت وطريقة زفت وغيرها من الطرق التي تزداد كل يوم، فإنه لا بد من وضع ضوابط دينية وأخلاقية وعلمية وفنية في البلاد الإسلامية حتى لا تحدث تجاوزات وحتى تختلط الأنساب.
وقد اهتم علماء الأمة الإسلامية بهذه القضية الحديثة فدرسوها دراسات متعددة وأصدرت هيئات الإفتاء وكبار العلماء في مختلف أقطار العالم الإسلامي الفتاوى المتعددة فيها، وكان من أبرز فتاوى مجمع الفقه الإسلامي بمكة المكرمة (وهو أحد منظمات رابطة العلام الإسلامي) والمجمع الفقهي المنبثق من منظمة المؤتمر الإسلامي والذي تمثل فيه كافة الدول الإسلامية.
ورأت الجمعية السعودية لأمراض النساء والولادة أن من واجبها أن تضع بتصوراً لكيفية تنظيم عيادات وسائل الإنجاب الحديثة تضع فيه الضوابط الشرعية والأخلاقية والعلمية والفنية ليسترشد بها كل من يعمل في هذا المجال ولتستفيد منها كل الجهات المسؤولة في وضع اللوائح والقوانين المنظمة لهذا الفرع الحديث من الطب في مجال معالجة العقم وعدم الإخصاب.
لهذا كله تكونت لجنة من أعضاء الجمعية السعودية لأمراض النساء والولادة بالإضافة إلى ذوي الرأى والمكانة في المجتمع وفقهاء وأطباء لهم خبرتهم في هذا المجال الحيوي.
وقد درست اللجنة الفتاوى الصادرة من المجامع الفقهية وأبحاث وقرارات المؤتمر الدولي الأول عن الضوابط والأخلاقيات في بحوث التكاثر البشري الذي نضمه المركز الدولي الإسلامي للدراسات والبحوث السكانية بجامعة الأزهر والذي اشترك فيه لفيف من الأطباء المختصين وعلماء الأزهر. وقد قمنا بجمع ملخص واف لهذه الدراسات والقرارات وجعلناها في القسم الثاني من هذا الكتاب. وجعلنا القسم الأول للضوابط العلمية والفنية لوسائل الإنجاب الحديثة وكيفية اختبار العاملين بها وأنواع الخدمات التي تقدم فيها مع توضيح ضوابط وسائل العلاج وكيفية ضوابط تخزين الأجنة وضوابط الأبحاث والملفات الطبية والنظر في الشكاوى والحفاظ على سرية المعلومات.
