لكي يشارك المواطن في الشأن العام، ويعي أمور وطنه، ويعرض ما يدور حوله في الانتخابات النيابية يأتي هذا الكتاب الذي يتناول من خلاله انطوان الناشف وخليل الهندي كل من موقعه الهام في تشكيلة الدولة الأول كقاضٍ في مجلس شورى الدولة، والثاني كمحافظ للبنان الشمالي، يتناول كلاهما وبمزيد من التوثيق الجوانب التاريخية والقانونية والاجتماعية للانتخابات النيابية في لبنان وتحديداً انتخابات العام 1996. لم يناقش المؤلفان، ولم يحللا ولم يبديا رأيهما الخاص في معظم الأمور التي طرحاها، في شؤون هذه الانتخابات وما يدور في كواليسها، وإنما هما تركا للمواطن بعد إفساحهما له المجال ليقرأ ويطّلع على جميع الآراء والأبحاث والتحليلات، الموالية منها والمعارضة، الحيادية وغير الحيادية، فيعي ما يدور حوله ويكون بذاته رأياً خاصاً به، ليكون له دور فاعل، ويشارك عندها في الحياة السياسية عن اطلاع وإقناع.
