تطورت دراسة السياسة، بتطور موضوعاتها حول بنية السلطة وطبيعتها، المتمثلة بــ : المؤسسات السياسة، تنظيم العلاقات، والقيم السائدة إضافة لتأثير العوامل الجغرافية والإقتصادية والنفسية، وترتبط الظاهرة السياسية بإعتبارها جزءً من حياة المجتمع، بالفكر السياسي: أي بالأفكار والآيديولوجيات والقيم السياسية، لذا لا يمكن الفصل بين تاريخ علم السياسة وتاريخ الأفكار السياسة.
لذا، تناول الكاتب تاريخ علم السياسة، بدراسته على مرحلتين: الأولى، علم السياسة، بدراسته على مرحلتين: الأولى، علم السياسة التقليدي منذ ظهور المجتمع السياسي وحتى نهاية القرن التاسع عشر، عندما اعتُمدَ علم السياسة كمادة أكاديمية في جامعة كولومبيا، الثانية، علم السياسة الحديث من حيث نشوؤه، وتطوره وإستقلاله بموضوعاته ومناهجه.
لقد أكدت الدراسات على تأثير الحضارات الشرقية القديمة في وادي الرافدين ومصر الفرعونية، إضافة للصين والهند، على الحضارات الإغريقية والرومانية والعربية والغربية، حيث سعى الفكر الإنساني لإكتشاف جوهر الظاهرة السياسية، وفق التطور الآتي: الرموز والأساطير في المجتمع البدائي؛ الدين والفلسفة في الحضارات القديمة، ثم العلم في مجتمعات الثورة الصناعية.
لقد تأثر الفكر السياسي في الحضارات الشرقية بالكتب المقدسة والأساطير لبلورة الفلسفة السياسية لنظم الحكم وللتريعات، أي: التأمل في مصادر السلطة وطبيعة القانون ووظائف الحكومة.
