لم تكن (داعش) ظاهرة جديدة في الإرهاب العالمي وإنما جاءت نتاجاً متطوراً من صانعي الإرهاب في العالم، فمنذ إعلان الولايات المتحدة حرِبها على الإرهاب بعد أحداث أيلول 2001، شنت حروباً على الدول التي سمتها "محور الشر" (Axis of Evil) أو "الدول المارِقة" (Rogue states) متهمة إياها بدعم الإرهاب، فبدأت حربها على أفغانستان في العام 2001، ومن ثم في العام 2003 شنت حربها على العراق بمؤازرة بريطانيا وإحتلاله ضمن حملتها على الإرهاب، مدعية بذلك الحفاظ على السلم والأمن الدوليين، الأمر الذي زاد من حساسية الشعب العراقي ضد الإحتلال الأمريكي البريطاني، وأعلن مقاومتهُ للإحتلال الذي حاول توظيف بعض العوامل المشتركة بين المقاومة المُسلحة ضد الإحتلال وبين الإرهاب، وخلط الأوراق بين العنف المشروع والعنف المدان، إضافة إلى ذلك أثارت هذه الحرب الهَلع في دول الجوار العراقي التي حاولت بدورها إشغال الولايات المتحدة في حرب على الساحة العراقية عن طريق إمداد الجماعات المسلحة بالمساعدة المالية والعسكرية لتُدخل الولايات المتحدة فيما بعد بالمُستنقع العراقي، فكان من نتائج تلك الحَرب وتدخلات دول الجوار في الشأن العراقي إزدياد الأعمال الإرهابية في العراق، وإرتدادها على بعض دول الجوار ومن ثم إنتشاره إلى كافة أرجاء المعمورة الأمر الذي بات يشكل خطراً على جميع دول العالم.
ولتوضيح حقيقة أعمال العنف في العراق، الذي رافق الإحتلال الأمريكي عام 2003، شرعنا في دراسة ظاهرِة الإرهاب في العراق مبينين أسبابها الحقيقية وأبعادها الإقليمية، من خلال البحث في أهداف ذلك الإحتلال الذي دمر الدولة العراقية بكل كياناتها، وأدى إلى تفشي ظاهرة الإرهاب في العراق وتطورها إلى ما يعرف بــ (داعش) ومن ثم إنتشارها عالمياً.
