Book Description
إن مصطلح العراق رغم إختلافات لفظية بسيطة، ظهر للوجود منذ أقدم عصور التاريخ، إلاّ أنه وعلى مرّ العصور أيضاً لم يعنِ دوماً كياناً جغرافياً محدداً ومعيناً ولا حتى سياسيّاً قبل سنة 1920م، إنما كان يشير بصورة مبهمة إلى السهل الرسوبي جنوب العراق اليوم أي المنطقة الممتدة من بغداد وإلى البصرة فالخليج العربي.
وقد استعمل مصطلح العراق بدلاً من اللفظة اليونانية (ميسوبوتاميا) لاحقاً للإشارة إلى الرقعة المؤلفة من المدن الثلاث (البصرة وبغداد والموصل) وما حولها من البوادي.
وهنا نعتمد في تعريف المجتمع العراقي على (4) عناصر أساسي هي: "الشعب (مجموعة الأفراد)"، "الوطن (الأرض التي يعيش عليها الشعب)"، "الروابط الإجتماعية التي تربط أبناء الشعب وتكون أساساً في تضامن الشعب ووحدته"، "عناصر المجتمع وهي: اللغة والتاريخ والعادات والتقاليد الإجتماعية والأهداف العليا والمصير المشترك الذي يجمع أبناء المجتمع الواحد سوية من أجل مواجهة الأخطار والتحديات وبلوغ الغايات العليا التي يصبو إليها الافراد والجماعات".
وقد نتج عن هذا أن يكون الجهاز الإداري ضعيفاً يضع رفاهيته ومصلحته فوق الكفاءة، وكان هذا يعني بالضرورة أن الحكومة تعتمد في واقع الأمر على الزعامة المحلية التقليدية للحفاظ على بنيتها الأساسية وهذا يلائم ما يريده الوجهاء من الملاّكين المحليين ورجال الدين، الذين يفضلون بالطبع جهازاً إداريّاً ضعيفاً يحتاجهم.
