احتلت منطقة الحجاز مكانة متميزة في قلب كل مسلم، فهي مهد الإسلام وقبلة المسلمين، ومركز إشعاعهم الحضاري الأول، تعلقت أفئدة الحكام والمحكومين بها، وقد ساهم العثمانيون منذ ظهورهم على ساحة التاريخ في توفير مصادر أرزاق أهالي الحرمين ومجاوريها، وتعبيد الطرق لحجاجها، والتصدي للأخطار المحدقة بها حتى انتقلت الخلافة إليهم وألقيت المسئولية كاملة عليهم، وقد تعددت الدراسات الأكاديمية حول الحجاز في العصر العثماني، ونشرت الكثير من المخطوطات المتعلقة بها والوثائق التي تلقي الضوء على أحداثها ووقائعها وأهم قضاياها خلال القرنين الثامن والتاسع عشر الميلاديين.
وسوف أحاول في هذه الدراسة وضع لبنة جديدة في موضعها من تلك الدراسات الأكاديمية المعتمدة على الوثائق العثمانية، بالكشف عن محاولات الإدارة العثمانية لتأسيس إدارة مستقرة للحجاز خلال نصف قرن من الزمان (1517م - 1566م) وتأمين هذه المنطقة الاستراتيجية سعيًا لتوطيد أقدام الحكم العثماني في الحجاز، وقد قسمت هذه الدراسة إلى مدخل وفصلين رئيسيين وخاتمة، يتناول المدخل موقع الحجاز الجغرافي ومكانتها الدينية والسياسية في التاريخ الإسلامي، واهتمام مركز الدولة الإسلامية بالمناطق المقدسة في الحجاز وحمايتها.
أما الفصل الأول فيبحث ملابسات دخول الحجاز تحت الحكم العثماني، ومكانة الحجاز ضمن التقسيم الإداري العثماني، ومحاولات الإدارة المركزية العثمانية لتشكيل إمارة سنجيقة مركزية في الحجاز، وتأسيس نظام إداري عثماني مستقر في المنطقة، ويتناول الفصل الثاني مسألة أمن منطقة الحجاز، سواء أمن المكان أو امن السكان أو أمن الموارد، والتدابير التي كانت تتخدها الدولة العثمانية لتحقيق منظومة الأمن الشامل هذه خلال نصف قرن من الزمان وتخلص الخاتمة إلى النتائج التي توصل إليها الباحث من خلال بحثة، وإنني إذ أرجو أن أكون بهذه الدراسة قد أسهمت بلبنة ضئيلة في الكشف عن بعض ملابسات قضية تأسيس الحكم العثماني في الحجاز خلال هذه الفترة.
