هذا كتاب عن أسباب الحرب. وزيادة فى التخصيص، إنه كتاب عن أسباب الحروب بين الدول، أو بين ما تتألف منه من ولايات. فلابد أن يكون مفهوماً أن العنف المنظم قد يتخذ أشكالاً عديدة كحروب العصابات والحروب الأهلية داخل الجماعة الواحدة. أو العشيرة الواحدة والحروب الإنفصالية وحروب التحرر الوطنى، وأيضاً الحروب بين الدول. وإذا حاولنا تحليل أسباب جميع هذه الأشكال من العنف المنظم، فستكون نتيجة ذلك فرض إطرادات وقواسم مشتركة أكثر مما تتضمنه هذه الأشكال. ويستند أغلب ما سيجىء فيما بعد على الإفتراض بأنه إذا تصورنا حدوث مساواة بين جميع العوامل والمؤثرات (وهو ما لا يحدث قط بطبيعة الحال)، فسيصبح بالمقدور تجنب الحرب. وعلى الرغم من أن الحرب ملازمة لنا منذ عدد لا يحصى من القرون، إلا أن القدرة المتزايدة للحكومات لتعبئة شعوبها للحرب، بالإضافة إلى التزايد المستمر لتكنولوجية العنف الجماعى قد زادت زيادة جمة من القدرة التدميرية لحروب القرن العشرين. فإذا كان النداء الملح لعصرنا هو تجنب الحرب، فإن المأزق الأولى لعصرنا هو كيف نحقق ذلك. وأول الأفكار التى سيتناولها هذا الكتاب هو أننا إذا أدركنا أسباب الحرب، فسنكون أفضل تهيؤاً للحيلولة دون وقوعها.
