شهد الصراع الدولي عدة تحويلات حديثة خارج إطار التوقعات التحليلية لأغلب المدارس العلمية , وعكست التحولات مدى محدودية نظريات الإعتماد المتبادل في مجال تفسير الصراع الدولي , وذلك بعد أن ساهمت هذه النظريات في تقديم تفسيرات هامة للصراع , وشارع الإعتقاد بكونها قادرة على تصحيح نفسها تلقائيا , لاسيما فيما يتعلق بعمليات التكامل والإندماج وسرعاتها المختلفة , ماإنعكس في تحليل شبكات المصالح والقيم والإحتياجات الأمنية .
لكن يمكن القول بأن تحولات الصراع الدولي أثبتت محدودية نظريات الإعتماد المتبادل من الناحية الموضوعية , وليس فقط من ناحية صناعة القرار , وتقتضي هذه المحدودية محاولة إنتاج إستراتيجية جديدة في العلاقات الدولية تتخطى محدودية نظرية الإعتماد المتبادل , وظهرت هذه المحدودية بعد إنتهاء المرحلة الأولى من الإعتماد المتبادل من الناحية العملية , وهي المرحلة التي شهدت إنتقالا للموارد و إنفتاحا في الأسواق المحلية والدولية ونشاط حركات شركات الهاي تيك مثل هوواي وأبل و غيرها , ما أدى في المراحل اللاحقة التي تضرر بعض القوى الإجتماعية جراء هذه التحولات في النظام الدولي .
