ومن خلال العنوان: "السُلطة والشعب، يستعرض الكتاب سًلطتَيْ الإحتلال العسكري وأنظمة الحكم المطلقة من جهة، وسلطة الشعب الذي يقاوم ويستنكر ما يدّعيه أولئك الحكّام من نفوذ وسلطة من جهة ثانية، فهذا الكتاب يرصد إستراتيجيات المقموعين التي فتحت الطريق أمام إسقاط الأنظمة المستبدّة والإطاحة بحكّام بدّوا وكأنهم لا يُقهرون، فاتخذ المؤلّف من ثورات الربيع العربي في عام 2011 وما يوازيها من لحظات وإنتفاضات عنيفة في تاريخ الشرق الأوسط وشمال أفريقيا في القرون السابقة... نموذجاً يمكن من خلاله تصوير الأحداث والعواقب وإستخلاص العبر.
كما يسير الكتاب أغوار العلاقة بين السُّلطة وأشكال المقاومة، وكيف أن النظام السياسي هو الذي جلب، بسلوكه، المقاومة إلى حيّز الوجود؛ فالسلوك العنيف الذي تمارسه السُّلطة أو النظام السياسي، ينتج مقاومة عنيفة، كما شكّلت طُرق اللاّعنف، نسيجاً وبنيةً، سياسة المقاومة بما تتضمّنه من معاني التحدّي، منها الإحتجاجات والتظاهرات وأعمال الشغب والتمرّد، ولا ننسى المقاومة عبر الفنون المرئيّة التي تخلق فنوناً إبداعيّة، منها: الملصقات والغرافيتي التي تقدّم عروضاً مستفزّة ومتحدّية، وقد أفرد لها المؤلّف فضلاً كاملاً مشيراً إلى الصراع الذي نشب بين السلطات والفنّانين.
إن هذا الكتاب مكرّس لإختبار الأشكال المميّزة للمقاومة التي يمكن أن تظهر في الوجود، لذلك، قسم المؤلّف كتابه إلى مقدّمة وستة فصول تصوّر أشكال المقاومة في ربوع المنطقة وتلقي الضّوء على سجلاّتها الشعبيّة، كما توضح السلوك والعمليّات السياسيّة التي تُعدّ جزءاً منها.
