كانت أهم المخاوف التي عبر عنها الغرب بين عامي 2007 و2008، هي تلك المتعلقة بمدى تطابق صناديق الثروة السيادية، مع مبادئ الحكم الصالح والشفافية، ومدى تأثيرها في تطورات السوق وفي الولايات المتحدة الأمريكية. كما وصلت المخاوف إلى الطبيعة الاستراتيجية الكامنة في استثمارات الصناديق، والطموحات الجيوسياسية لمالكيها، والأخطار المباشرة على الأمن القومي للاقتصادات المتلقية، ونتيجة للجدل حول هذه المخاوف، بدأ المستثمرون الخليجيون بإعادة تعريف مصالحهم وموازنة المخاوف، بدأ المستثمرون الخليجيون بإعادة تعريف مصالحهم وموازنة خياراتهم السياسية للتكيف مع الاستقبال غير الودي لهم، من قبل بعض القادة الغربيين وجمهورهم، وأن يوازنوا بين الأخطار السياسية الناشئة وبين جاذبية الأصول الغربية، ومدى توافر الخيارات البديلة. وفي المقابل، كان على الغرب، وبخاصة الولايات المتحدة الأمريكية، أن يوازن بين حاجته إلى جذب استثمارات جديدة لخلق الاستقرار في اقتصاداته، وبين مصالحه في منع المستثمرين الأجانب من تمديد شبكة نفوذهم إلى قاعدة أصوله المحلية.
تحاول هذه الدراسة تعريف صناديق الثروة السيادية، واستعراض مشهد صعود صناديق الثروة السيادية الخليجية، كلاعب أساسي ومركزي في الأسواق المالية العالمية، وتقييم المنطق الذي اعتمدته استثمارات صناديق الثروة السيادية، ورصد أهميتها وأدائها على المستوى الدولي بشكل عام، والخليجي بشكل خاص. كما تلقي الدراسة الضوء على أنواع هذه الصناديق ومزاياها وأحجامها. ومن ثم، تشير إلى المخاوف الغربية بشأن استثمارات هذه الصناديق في الغرب، كما تستعرض الخطوات والتدابير وردود الفعل التي اتخذتها الولايات المتحدة الأمريكية والاتحاد الأوربي وصندوق النقد الدولي بشأن هذه الصناديق. وتشير الدراسة أيضاً إلى ردود فعل الدول الخليجية إزاء تصاعد المخاوف الغربية تجاه صناديقها السيادية، وتناقش كيفية إنشاء استراتيجية خليجية موحدة لهذه الصناديق، لمواجهة التحديات التي تقابلها.
