في كتابه هذا، يطرح الدكتور راشد بن حمد الشرقي موضوعاً لم يتم تناوله ومقاربته من قبل البحث الإستقصائي حتى الآن، ألا وهو: كيف ينبغي أن يتغير فهمنا لدور صناديق الإستثمار السيادية التي أنشئت في اقتصادات طرفية صغيرة إذا قللنا من أهمية فرضيتين في آنٍ معاً: الفرضية الأولى تقول بأن اقتصاد السوق العالمي يمثل حيزاً قائماً وراسخاً بحد ذاته؛ والثانية بأنه يحتل الحيز المبني بصورة عادلة.
والإجابة التي يقدمها المؤلف في سياق هذا الكتاب، تمثل مساهمة رئيسية بالغة الأهمية في الأدبيات المتعلقة بصناديق الإستثمار السيادية وهي أن نقرّ بوجود "آلية تعامل ثنائية" لهذه الصناديق. والحجة الأساسية التي يقدمها هذا الكتاب تقوم على أن: الصناديق السيادية الصغيرة القائمة في إقتصادات الأسواق الناشئة تؤدي بالضرورة وظيفة تعاملية ذات حدين في اقتصاد السوق المعولم، بمعنى أن عليها أن لا تقصر تعاملها على الضغوط المرتبطة بنية المركز - الطرف لذلك الحيز الذي يتميز بدرجة عالية من اللامساواة.
أما عن النماذج التي يتناولها المؤلف فتقوم على دراسة ثلاث حالات وهي: جهاز أبو ظبي للإستثمار (آيدا)، وهو واحد من أضخم صناديق الإستثمار السيادية في العالم؛ ومؤسسة دبي للإستثمارات الحكومية (أي سي دي)، وهي صندوق متوسط الحجم؛ ومؤسسة الفجيرة للإستثمار (إف آي إي)، وهي من الصناديق السيادية الأحدث عهداً والأصغر حجماً في العالم.
ولعل ما أرثاته هذه الدراسة، والقراءة المتأنية لأهمية الصناديق السيادية، تفتح الطريق أمام فرضيات جديدة كاشفة، وتطرح بدورها إشكاليات مهمشة أساساً في عالمنا العربي، وبالتالي تبلور مفاهيم إصلاحية جديدة، في سياق أعمال ترصد وتحلل واقع التنمية الإقتصادية بربطها بدوائر السوق، بهدف استكمال ومراكمة كل الجهود للتطور والإزدهار.
