يأتي ضمن العديد من الجهود المعاصرة التي تستهدف البحث عن صيغة لتفعيل نظام الوقف الخيري الإسلامي وتحديثه في أطر وصيغ مستحدثة تسمح لهذا النظام العريق أن يستعيد دوره الجليل في تحقيق التكافل الاجتماعي وبناء الحضارة الإسلامية. ويقوم الطرح الأساسي لهذا العمل على أن الوعاء التنموي الأمثل لتفعيل الوقف الخيري هو نموذج التنمية البشرية، الذي يتفاعل إيجابيًّا مع البيئة الثقافية – الحضارية المحلية في المجتمعات النامية عمومًا والمجتمع الإسلامي على وجه الخصوص، وهو ما أطلقت عليه الدراسة: مطلب توطين نموذج التنمية البشرية. من هذا المنطلق يناقش الكتاب قضية الوقف الخيري الإسلامي كنموذج محلي - حضاري للتنمية البشرية من اقترابين: الأول فكري يتناول المفاهيم والإشكاليات.
أما الاقتراب الثاني فهو اقتراب مكمل ذو طابع تطبيقي يختبر المقولات النظرية التي انتهى إليها الأول، ويتناول ثلاثة نماذج تطبيقية هي: أوقاف الفرد، والجمعيات الأهلية، وأوقاف النساء.
