تحت عنوان " أحكام التنفيذ الجبري في سلطنة عمان " يتناول الدكتور طلعت يوسف خاطر القاعدة القانونية التي مفادها " لا يجوز للمرء أن يقتضي حقه بنفسه " حيث أن هذه القاعدة عالمية التطبيق ، وتقتضي أنه لا يجوز للدائن أن يقتضي حقه بنفسه جبراً من مدينه المماطل حتى ولوكان هذا الحق ثابت ومؤكد ... من هنا جاءت هذه الدراسة للبحث في التنفيذ الجبري الذي تقوم به السلطة المختصة وذلك فيما خص تنفيذ السند الصادر من القضاء المدني أو أي سند يصبغ عليه قانون الإجراءات القوة التنفيذية ، ويؤدي ذلك إلى استبعاد تنفيذ الأحكام الصادرة من القضاء الجنائي والمحاكم الإدراية .
وعليه ينتظم الكتاب فيما نظمه المشرع العُماني من قواعد التنفيذ في الكتاب الثاني من قانون الإجراءات ، في المواد 334 إلى 428 ، وينقسم هذا الكتاب إلى خمسة أبواب ؛ " الباب الأول " بعنوان " أحكام عامة " ويشتمل المواد 334-365 ، ويتضمن خمسة فصول تتعلق بقاضي التنفيذ ، وخصص المشرّع " الباب الثاني " للحجوز ، ويشتمل على المواد من 366-370 ويتضمن ثلاثة فصول يعرضها الكتاب : يعالج الأول الأحكام العامة في الحجوز ، والثاني يتعلق بالحجز التحفظي على المنقولات والثالث الحجز المنقول لدى المدين وبيعه ، والفصل الرابع لحجز ما للمدين لدى الغير . وأما " الباب الثالث " فينصب إلى توزيع حصيلة التنفيذ ، و " الباب الرابع " يتعلق بالتنفيذ العيني فهو ينظم توزيع حصيلة التنفيذ ، ويأتي " الباب الخامس " والأخير ليسلط الضوء على حبس المحكوم عليه ومنع المدين من السفر .
