بدأ الإعداد لإقامة كيان يهودي في فلسطين في العقود الثلاثة الأخيرة من القرن التاسع عشر، وبخاصة في عهد السلطان عبد الحميد الثاني (1876- 1909)، حين كانت فلسطين لا تزال جزءاً من الإمبراطورية العثمانية.
وقد كان من المسلّمات التي سادت في ما بعد، وبخاصة في الأوساط العربية والإسلامية، أن السلطان عبد الحميد الثاني كان من أشد الرافضين للمشروع الصهيوني في فلسطين، في حين أن ما يتوصل إليه هذا الكتاب من خلال مقاربته لتقاطع الأحداث والظروف يُظهر أن عهد السلطان عبد الحميد الثاني شهد نشاطاً إستيطانياً يهودياً غير مسبوق في فلسطين.
يهدف الكتاب إلى الكشف عن مواقف السلطان عبد الحميد الثاني من نشاط الحركة الصهيونية في السلطنة العثمانية وسعيها الدؤوب لشراء الأراضي وبناء المستوطنات في فلسطين، وعن طريقة تعاطيه الفعلي مع هذا الملف ومدى جديته وصرامته في منع التمدد الاستيطاني في فلسطين ومدى قدرته على حماية الأرض والمقدسات هناك. وينقُض الكتاب المسلّمةَ التاريخية التي تقول إن السلطان عبد الحميد الثاني كان شديد الحرص على منع قيام كيان صهيوني في فلسطين، مظهراً أن المواقف العلنية للسلطان حول هذا الأمر آنذاك كانت تعكس حرصه على صورته أكثر مما تعكس موقفاً جدياً ضد المشروع لصهيوني.
يحتوي الكتاب ستة فصول إلى جانب المقدمة والخلاصة العامة والخاتمة. يتناول الفصل الأول: "موقف السلطان عبد الحميد الثاني من الهجرة اليهودية إلى فلسطين"؛ والفصل الثاني: "موقف عبد الحميد الثاني من الاستعمار الاستيطاني الصهيوني"؛ والفصل الثالث: "مفاوضات هرتزل – عبد الحميد الثاني (1896 – 1903)"؛ والفصل الرابع: "الموقف الشعبي العربي تجاه النشاط الصهيوني في فلسطين وموقف السلطان عبد الحميد الثاني منه".
