كان لمجيء السلطان عبد الحميد الفاتح أثر واضح في المحاولات الكثيرة والجهود الكبيرة التي بذلها لرفع شأن الدولة العثمانية وإجراء الإصلاح في كل ركن من أركانها ولكن يبدو أنه جاء متأخراً، إذ كان الفساد قد استشرى في كل مكان من الدولة، وأصبح الإصلاح مستعطياً، خاصة وإن الدول الاستعمارية كانت قد قطعت شوطاً كبيراً من التقدم والرقي، وأخذت بكل أسباب القوة.
لقد كانت الدول الاستعمارية جميعها تتطلع إلى الدولة العثمانية المحتضرة (الرجل المريض) للانقضاض عليها وتفتيتها واقتسام ممتلكاتها فيما بينها، مستعملة في ذلك كل الوسائل المتاحة لتحطيم الدولة العثمانية والسيطرة على البلاد العربية ولوضع المشروع الصهيوني موضع التنفيذ في فلسطين، الأرض المستهدفة من قبل جميع الدول الاستعمارية.
والمؤلف في هذا الكتاب أراد أن يبين مواقف السلطان عبد الحميد الثاني من القضية الفلسطينية والتي كانت في زمنه تتركز على قضية الهجرة اليهودية إلى فلسطين وشراء الأراضي ومشاركة كل الدول الاستعمارية في العمل على تشجيعها مستخدمة في ذلك الإغراء المادي تارة، والضغط على السلطات تارة أخرى أو استخدام ذوي النفوس الوضيعة بالرشوة من أجل تشجيع الهجرة وشراء الأراضي، كما وأراد أن يعرض ما آلت إليه الأوضاع الداخلية في الدولة العثمانية من فساد في نهاية القرن التاسع عشر، وبين ما بذل السلطات عبد الحميد الثاني من جهد فصلاحها، كيف تصدى لمؤامرات الدول الاستعمارية التي كانت تسعى لاقتسام أملاكها ومنها فلسطين.
