تشرح سارة روي في مقدمة هذه الطبعة الثالثة والمفصّلة، من كتابها: "قطاع غزة: السياسة الإقتصادية للإفقار التنموي"، التغييرات التي طرأت على إقتصاد غزة خلال السنوات الخمس عشرة الأخيرة، والتي انتهت بفعل تأثيرات العدوان الإسرائيلي الكبير في صيف سنة 2014، والذي أطلق عليه اسم عملية الجرف الصامد، وذلك بعد عام واحد من وقوعه.
وفي هذه الطبعة الأخيرة، من هذا العمل الرائد، تعتبر روي أن مسار غزة خلال السنوات الثماني والأربعين الأخيرة نقلها من منطقة مدمجة إقتصادياً، وتابعة بشدة لإسرائيل، ومرتبطة بالضفة الغربية إرتباطاً قوياً، إلى كيان معزول (يمكن التخلص منه)، ومفصول عن الضفة الغربية كما عن إسرائيل، وعرضة لهجمات إسرائيلية متواصلة.
كذلك تبيّن روي أن التحولات الضارة التي تم تفصيلها في المقدمة الجديدة، تصبح دائمة وممأسسة، وترسم لقطاع غزة مستقبلاً قاتماً لا يمكن إنكاره.
وتثبت روي بوضوح أن ضعف غزة ليس كارثياً فحسب، بل متعمد وذو مغزى أيضاً، وبناء عليه، ترى أن عملية الإفقار التي تحدثت عنها قبل ثلاثين عاماً، قد اقتربت من نهايتها المنطقية: جعل غزة غير قابلة للحياة.
