تستوي مدينة بعلبك فوق هضبة تعلو عن سهل البقاع الشمالي وتنام على أمجاد غابرة، قسم كبير منها لم يستطع المؤرخون والباحثون والمنقبون إكتشافه.
تشكل بعلبك أهمية حضارية وثروة تاريخية ومكانة دينية جعلتها تتقدم على باقي المدن اللبنانية وحجزت لنفسها موقعاً رائداً على خريطة السياحة العالمية.
كان يقصدها سنوياً ما لا يقل عن مئتي ألف سائح لأنها من بين المعالم التي تستحق أن تكون من عجائب الدنيا السبع وهي التي تضم "حجر الحبلى" هو أكبر حجر منحوت في العالم.
أما موقعها على بعد 85 كلم إلى الشرق من العاصمة بيروت فوق أعلى مرتفعات سهل البقاع الشمالي، وقد استفادت عبر تاريخها الطويل من هذا الموقع لتصبح محطة تجارية ومستقراً للقوافل.
أما مجمع قلعة بعلبك حيث حول الرومان هياكل بعلبك إلى معابد شامخة تستقطب الحجاج من جميع مناطق الإمبراطورية الرومانية، بحيث تملّك الرومان المنطقة في أواسط القرن الأول قبل الميلاد، فأنشأ أغسطس مستعمرة بعلبك عام 15 قبل الميلاد، وتبلغ إستدارة قلعة بعلبك حوالي 5 كلم وتضم مواقع سياحة تراثية.
