لم تحظ على الأغلب أي قضية باهتمام الأمم المتحدة مثل قضية فلسطين والصراع العربي-الصهيوني، فمنذ سنة 1947 ووجهت كل حالة من حالات الصراع بقرارات لم تكتف بالإشارة إلى الأحداث بل ساهمت في بعض الحالات في بلورتها ونظراً لأهمية هذه القرارات، أدركت مؤسسة الدراسات الفلسطينية منذ زمن بعيد ضرورة جمعها وتمكين الباحثين وصانعي السياسة وغيرهم م ن المهتمين بشؤون الشرق الأوسط، في الوصول إليها.
وهذا المجلد الذي يشتمل نصوص جميع القرارات التي اتخذتها الأمم المتحدة ووكالاتها المتخصصة ويغطي السنوات 1999-2004 وهو المجلد السادس في سلسلة قرارات الأمم المتحدة بشأن فلسطين والصراع العربي الإسرائيلي التي تصدرها مؤسسة الدراسات الفلسطينية.
وقد ارتأت المؤسسة تقسيم القرارات وفقاً لهيئات الأمم المتحدة التي تصدرها (مثل الجمعية العامة، ومجلس الأمن، الخ)، وترتيبها بالتسلسل الزمني ضمن كل قسم. ويتيح هذا الترتيب للباحث العثور على القرارات ذات الصلة بالعودة إلى القائمة المتسلسلة زمنياً الموجودة في بداية كل مجلد.
ويحتوي كل مجلد أيضاً على مرشد للقرارات بحسب موضوعاتها، وتجدر الإشارة إلى أن بعض هيئات الأمم المتحدة الواردة في قرارتها في المجلدات السابقة على هذا المجلد لم تصدر قرارات خاصة بفلسطين خلال السنوات 1999-2004، وبشكل عام اعتمدت المؤسسة النصوص العربية الرسمية للقرارات بسحب ما وردت في وثائق الأمم المتحدة، مثلما هو مبين في مصادر المراجع المنشورة في نهاية كل مجلد. وأرفقت معلومات التصويت بقرارات الجمعية العامة ومجلس المن بكاملها، وفي حال توفرها، بقرارات الهيئات الأخرى التابعة للأمم المتحدة. وأضيف إلى كل مجلد ملحق يضم قوائم التصويت على قرارات الجمعية العامة ومجلس الأمن الأمر الذي يتيح للباحث الإطلاع على أنماط التصويت الخاصة بالدول الأعضاء في الأمم المتحدة خلال الفترة التي يشملها المجلد.
