اتجهت العلوم الحديثة إلى الاهتمام بالتنمية كهدف وغاية للإنسان ولكن إذا نظرنا إلى التنمية كعملية نجدها قديمة وبدأت مع الإنسان وكان التركيز فى الماضى على كتابات الاقتصاديين والاهتمام بالتطور للمجتمع الإنسانى عن طريق الاهتمام بالصناعة الاقتصادية وليس الإنسان وقد نشات فى غرب أوربا فى القرن التاسع عشر وظهرت موجات الفقر والبطالة نتيجة لأزمة وبدأت الحب العالمية الثانية وهنا اهتمت الدول الاشتراكية بنموذج للتنمية ثم تبع ذلك ظهور جركات التحرر والاستقرار فى دول العالم الثالث التى تسعى إلى القضاء على التبعية وتحقيق التقدم وكل هذه العوامل أدت إلى ظهور مفهوم جديد للتنمية فى منتصف القرن العشرين الذى يعتمد على مساعدة المجتمع على النمو والتطور والتقدم وحل مشكلاته والتغيير المخطط لتحسين ظروف الناس ومع نهاية القرن العشرين بدأ الفكر الإنمائى يتعرض للنقد والمراجعة نتيجة للتجابر التنموية التى حققت قدراً من النجاح والإخفاق فى ماجلات عديدة وعلى هذا ففى فترة التسعينات شهدت ارتدادا فى مؤشرات التنمية الإنسانية.
