يعرف كينسي رايت الحرب بأنها فن إعداد الأدوات العسكرية لضمان الغلبة، بأقل الخسائر الممكنة، ورغم أن أساليب الحرب قد تطورت عبر الزمن فإن المبدأ ظل واحداً إذ بقي القتال هو العنصر الأساسي في الحرب. والتسلح لفظاً يعني آلات الحرب وأدواتها وهي أكثر من أن تحصى أو تعد، لكنهما عموماً تنقسم إلى أسلحة هجومية وأخرى دفاعية ولما كانت الأسلحة أشياء مادية فإن تطورها في حقيقته مسألة علمية وصناعية، كمية ونوعية.
والكتاب الذي ألفه الجنرال فولر في تأثير التسلح في تاريخ الحضارات قصره على البحث في تأثير التسلح خلال الفترة الممتدة من مستهل حروب الميديين إلى الحرب العالمية الثانية مبرزاً تأثير الأسلحة ولتنظيم العسكري في مجرى التاريخ وهو في ثمانية فصول. بحث الفصل الأول التسلح في التاريخ حيث كانت آلة الإنسان الأول، سلاحه الأول وربما كانت هذه الآلة حجراً استخدمته اليد البشرية كمطرقة أو مدقة.
أما الفصل الثاني فيبحث في دور العامل الإنساني في حسم الحروب والمعارك، وعلى الشجاعة قام تاريخ أوروبا وكان الرمح والسيف سلاح الغرب الأول أما آسيا فقد كان سلاحها القوس والنشاب. ويتناول المؤلف في الفصل الثالث ما سمي بعصر الفروسية حيث نشأ نظام الفروسية مع قيام الإقطاعية قبل أن تندثر معه. والفصل الرابع يتحدث عن اكتشاف البارود الذي دخلت معه الحرب مرحلة تقنية جديدة فتنازلت الشجاعة عن مركزها للسلاح في حين جار الفصل الخامس حول عصر البخار الذي كان اكتشافه إلى تقوية نزعة الكسب على حساب السلم العالمي لأنها نزعة تقون على أساس ابتزاز ثروات الأمم عن طريق غزو الأسواق الخارجية وارغام الأجانب على الشراء ومنعهم من البيع.
وينقلنا الفصل السادس إلى عصر البترول الأول إذ أضحى مفهوم التسلح مستوحى من اكتشافين عظيمين هما الآلة المتحركة بالقوة المستجدة من البترول واللاسلكي. وكان الاكتشاف الأول نتيجة مباشرة لنمو إنتاج النفط في الولايات المتحدة الأميركية. وخصص الفصل السابع لعصر البترول الثاني الذي أضحى التقدم في حقل التسلح يؤثر تأثيراً مباشراً في الصناعة الحديثة وفي الفصل الثامن والأخير يتحدث المؤلف عن هصر الذرة حيث وضع العلماء علمهم في خدمة الدمار والموت.
