ليس إمتحان السلطة الذي يتحدث عنه هذا الجزء من الكتاب من النوع العادي. فالسلطة المعنية هنا ليست الإمساك بالمؤسسات الموجودة بكوادرها ونظمها ومن ثم إدارتها داخل دولة محددة. فالأمر يبعد عن هذا بُعداً شاسعاً.
إنه يتعلق بخلق مؤسسات جديدة تماماً وغير معهودة بالمرة في سائر الدول. ويخلق نظمها وكوادرها التي لم يسبق لها أن تمرّست إطلاقاً لا في الإدارة ولا في السلطة. لا هي ولا حتى من يشرع لها. وهذا وحده من أصعب الأمور وأشقها.
ولن يتوقف محتوى الإمتحان عند هذا الحد، بل يمتد ليطال تطبيق فلسفة بكاملها، جديدة كل الجدة في تاريخ البشرية. فلسفة ينبض لتطبيقها حزب بزعامة رجل أصبح إسمه مقروناً بها، وتقف من ورائهما الجماهير باندفاع هائل وهنا أيضاً ليس ضمن حدود الدولة، فحسب، بل يتم السعي لتطبيقها خارج الحدود.
تتعاظم المعوقات بشكل مرعب: حرب أهلية من أشد الحروب الأهلية مرارة في التاريخ. غزو خارجي من أقوى الدول. حرب الطبيعة والأوبئة التي تفتك بالملايين، تناحر قوى الثورة. يتضافر هذا كله ليذهب بكم هائل من النخبة المؤمنة - إن على صعيد الحرب أو على صعيد الجماهير - ويعمل على تشويه المؤسسات الفنية ونظمها ويغرس بذرة البيروقراطية فيها. وحالما يتم الإنتصار على البندقية المعادية يكرّس زعيم الثورة أقصى ما لديه من طاقة لتدارك ذلك. ولكن ضمن الوقت القصير جداً الذي أبقته له الحياة.
إن السلطة المعنية هنا (السلطة اللينينية بكل أبعادها) هي ملحمة حقيقية يبدع الكاتب في التقرب منها أيما إبداع.
