برهن مؤسسا الشيوعية العلمية كارل ماركس وفردريك انجلز على ضرورة تأسيس الطبقة العاملة لحزبها السياسي الخاص بها. وقد أكدا على أنه لا يمكن للبروليتاريا أن تستولي على السلطة السياسية بدون حزب ثوري. وقد أثبتا في البيان الشيوعي، المقولات المهمة التي تجعل من حزب البروليتاريا عنصراً طليعياً للطبقة العاملة. وبوضوح عبقري طرح ماركس وانجلز مهمات الحزب: تشكيل جيش البروليتاريا، إسقاط سيطرة البورجوازية واستيلاء البروليتاريا على السلطة السياسية وبناء المجتمع الشيوعي.
يتضمن هذا الكتاب القواعد والمبادىء اللينينية عن حياة الحزب الداخلية في الإتحاد السوفيتي، الذي يشكل كبرنامجه الوثيقة الأكثر أهمية للحزب. حيث يعرض الكتاب لنشأة الحزب الشيوعي وقواعد ومبادىء تنظيم حياة الحزب الداخلية اللينينية، أي القواعد الثابتة لنشاطه. وقد جاء في برنامج الحزب الشيوعي في الإتحاد السوفياتي في المؤتمر الثاني والعشرين للحزب ما يلي: "إن القانون الذي يرعى حياة الحزب هو الإحترام الصارم للقواعد اللينينية للحياة الحزبية ولمبدأ القيادة الجماعية، وإبداء مسؤولية أكبر من قِبَل أجهزة الحزب ومسؤوليته تجاه سائر المناضلين، وتطوير نشاط ومبادرة كل الشيوعيين وإشراكهم في وضع وتنفيذ سياسة الحزب، وتوسيع النقد والنقد الذاتي ...".
