احتلت التجارة البحرية في الآونة الأخيرة مركزا مهما في جميع الدول، خصوصا تلك التي لها موانئ بحرية، والوسيلة المستخدمة في هذا النوع من التجارة هي السفن وحيث أن السفن بدأت تتمتع بمواصفات عالية الجودة من حيث متانتها، وقوتها وسعتها بفضل التطورات العلمية والتكنولوجية الهائلة التي حدثت، انطلاقا من تلك الأهمية فقد عني الكتاب بدراسة القانون البحري، وضح المقصود بالقانون البحري، ومراحل تطوره.
كما تطرق إلى مراحل تطور القانون التجارة البحري إبتداء من العصر القديم ومرورا بالعصر الأوسط وانتهاء بالعصر الحديث كما أشار الى مصادر القانون البحري، والتي يستمد منها قوته، وتمكن القاضي من العودة إليها للفصل في النزاعات التي تعرض أمامه، كالتشريع، والعرف والعادات، ومنها أيضا أحكام القضاء الفقه، ثم انتقل الى نطاق تطبيق القانون البحري بمعنى أن يطبق هذا القانون، إذا إنه يطبق على الملاحة البحرية، ولم يمر عليها الكتاب مرور الكرام، فقد وضح مفهوم الملاحة البحرية ذاكرا أنواعها بناء على تصنيفات عديدة كالعرض، والطول، وانتقل بعدها للحديث عن السفينة حيث فسر مفهوم السفينة وبين طبيعتها القانونية، كما عني بإيضاح الحالة المدنية للسفينة والمكونات من البيانات أو العناصر لتمييزها عن غيرها من السفن، كاسم السفينة وموطنها وحمولتها وقد ركز الحديث على الحقوق العينية التي ترد على السفينة كحقوق الامتياز البحرية، ولم يكتف بما سبق بل شرع بالحديث عن اشخاص الملاحة البحرية كمالك السفينة ومجهزها ثم بين صور الملكية، مع الاشارة إلى مسؤولية مالك السفينة تحديدها بموجب النظام العيني.
