لم يعد بوسع المجتمع الدولي تجاهل الصراعات المسلحة المعاصرة بعد أن اتسعت نتائجها وتأثيراتها في هذه الحقبة التي استمت بالتنامي السريع لكل أنماط المبادلات الدولية سواء على صعيد البشر أو الأفكار أو السلع. واستجابة لهذه الصراعات والحروب، فقد تضاعفت حالات التدخل الدولي وباتت تؤدي دوراً ريادياً في إدارة الصراعات وما تخلفه من عواقب في الميدان الإنساني.
ولعل نظرة فاحصة لحالات استخدام القوة من قبل تحالف دولي في أرض تعود لدولة ذات سيادة، والعواقب ذات الصلة بالنشاطات الإنسانية الناجمة عن ذلك، تضعنا أمام أنماط ثلاثة للتدخل، وهي: التدخل عن طريق استخدام القوة المسلحة ضد طرف من أطراف الصراع يتلوه فرض وصاية دولية على الأراضي "المحررة"، والمساهمة السياسية والإنسانية للتصدي للهموم الإنسانية ومعالجتها مع إخضاع عمليات الإغاثة في الوقت نفسه لـ"أجندة" سياسية، وغياب المشاركة الذي يتميز بعدم اكتراث دولي للوحشية البالغة التي تصطبغ بها صراعات معينة.
ويتناول الكتاب بالتحليل في قسمه الأول إحدى عشرة أزمة رئيسية وردود الفعل الدولية التي أثارتها. أما القسم الثاني فيستعرض عدداً من القضايا التي يعنى كل منها بموضوع محدد والتي تلقي بظلالها على النشاطات الإنسانية. وتتخذ هذه التحقيقات من التجربة العملية أساساً لها،وهي تسلط الضوء لا على النجاحات التي تحققت فسحب، بل على الحالات التي أخفق فيها المجتمع الدولي إخفاقاً مأساوياً في الاستجابة لهذه الأزمات ومكوناتها الإنسانية.
