هذه الدراسة يذهب فيها صاحبها إلى أن تخلف المجتمعات الشرقية بصفة خاصة والمجتمعات الإسلامية بصفة عامة يعود أساساً إلى "النظام السياسي الاستبدادي الذي ران على صدور الناس ردحاً طويلاً من الزمن! ولا يكمن الحل في السلوك الأخلاقي الجيد أو التدين الحق بقدر ما يكمن في ظهور الشخصية الإنسانية المتكاملة التي نالت جميع حقوقها السياسية كاملة غير منقوصة واعترف المجتمع بقيمتها وكرامتها الإنسانية، فالأخلاق الجيدة والتدين والحق نتائج مترتبة على النظام السياسي الجيد لا العكس!
وهي تستعرض نماذج من صور الطغيان، مع التركيز على "الاستبداد الشرقي" الشهير الذي سرق فيه الحاكم "وعي الناس" عندما أحالهم إلى قطيع من الغنم ليس له سوى وعي ذي اتجاه واحد، كما يقترح حلاً بسيطاً يكسبنا مناعة ضد الطاغية، ويمكننا من الإفلات من قبضته الجهنمية، ويقضي على الانقلابات العسكرية التي أصبحت من سمات المجتمعات المتخلفة وحده - وهذا الحل هو التطبيق الدقيق للديمقراطية. بحيث تتحول قيمتها إلى سلوك يومي يمارس المواطن علة نحو طبيعي وبغير افتعال!
