ما لم يحصل المواطن على حقوقه السياسية كاملة غير منقوصة، وعلى نحو طبيعي، فلا تكون منة أو هبة، أو منحة من أحد، بل يعترف المجتمع أن للفرد حقوقه الطبيعية، وكرامته، بل وقداسته، من حيث هو إنسان فحسب، بغض النظر من أي شيء آخر مما يحيط به سوى أنه إنسان، فلا شأن لدرجة الفقر أو الغنى، أو نوع العمل الذي يؤديه، أو جنسه ذكرًا أو أنثى، أو ظروفه الأسرية- لا شأن لهذه الأمور كلها بأن يكون لكل فرد من الناس إنسانيته الكاملة التي يعترف بها مجتمعه على نحو طبيعي، بحيث ينحل الصراع بين السيد والعبد، الذي أشار إليه هيجل، من تلقاء ذاته، فيعامل على أنه «غاية في ذاته» وليس «وسيلة» لشيء آخر. أقول إنه ما لم ينل المواطن حقوقه كاملة: حقه في الحياة الآمنة، وفي أن يملك، وفي أن يعتنق ما يشاء من آراء، وأن يفكر ويعبر عن أفكاره بحرية، وأن يعمل العمل الذي يهواه، وأن يشارك مشاركة فعالة في حكم نفسه عن طريق المجالس النيابية.. إلخ- فلن يؤدي واجباته على نحو طبيعي- أعني بالتزام داخلي ينبع من ذاته، بل سيؤدي ما يؤديه منها بسبب الخوف من العقاب، (والخوف هو المبدأ الذي يرتكز عليه حكم الطغيان والاستبداد كما أشار مونتسكيو)- بحيث تظهر كل الرذائل في سلوكه إذا أَمِنَ شر العقاب: فلا مانع من أن يكذب، ويسرق، وينافق، ويغش، ويخون.. إلخ كلما سنحت له الفرصة!. ذلك لأن الالتزام الأخلاقي الذي ينبع من داخل الفرد يحتاج إلى «وعي ذاتي» - أي إلى شخصية إنسانية متكاملة، في حين أن النظام الاستبدادي يسرق هذا الوعي، فلا يجعله يرتد إلى نفسه، ولا يكون لدينا في هذه الحالة، سوى وعي ذي اتجاه واحد. ولهذا ذهب هيجل إلى أن الشرقيين لم يبلغوا قط مرحلة «الوعي الذاتي» بسبب الاستبداد الشرقي الشهير الذي مازال البعض منا يتشكك في وجوده ويعتبره «خرافة» (وانعدام الوعي بوجود الاستبداد هو في حد ذاته كارثة أخرى!)- مع أننا نعيشه في كل لحظة من لحظات حياتنا!.
