إن البحث في سير الفقهاء و العلماء و رجال الإصلاح يعد من أعظم الأمور التي ترتقي بالعقل، و تشحذ الهمم و النفوس، و تقوي العزائم، و تدفع إلى العمل النافع، و حسن القدوة، و التأسي و الإقبال على الله بهدى و بصيرة، و ما ذلك إلا لأن العلماء هم حراس العقيدة، و القيّمون على الشريعة و الذائدون عن الحرمات، و الحافظون للقيم كما قال ابن القيم:" و لو لا ضمان الله بحفظ دينه و تكفله بأن يقيم له من يجدد أعلامه، و يحيي ما أماته المبطلون، و ينعش ما أخمله الجاهلون، لهدمت أركانه، و تداعى بنيانه، و لكن الله ذو فضل على العالمين ". و في سياق الكتابة عن سيرة علماء و مشائخ منطقة عموشة يأتي هذا العمل حول أحد مفاخر ولاية سطيف الذي لا يجود الزمان بأمثالهم في كل وقت و حين، ألا و هو الفقيه المالكي، و المصلح الكبير، الإمام الهمام، الشيخ صالح معطي( 1919 – 2004 م )، هذا الرجل و إن كان معروفا عند أهل عصره لما حباه الله من المزايا، و منحه من العطايا، جعلته يحظى بذكاء حاد، و توقّد فكر، فأنتج المؤلفات و المصنفات، و ترك في مجال الدين و الإصلاح كثيرا من البصمات، فعلى الرغم من ذلك لا يكاد يعرفه اليوم من الجيل الجديد إلا القليل.
